About introduction of amendments to some Laws of Ukraine concerning accomplishment of separate powers in the field of construction

1. Make changes to such laws of Ukraine:

1) in the Item "and" of part one of article 31 of the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes):

in subitem 1 of the word "and" to exclude reconstruction;

add with subitem 1-1 of the following content:

"1-1) accomplishments of functions of the customer of construction in the cases determined by the law and also provision of the order on making of the actions directed to accomplishment of the functions of the customer of construction determined by the legislation on the basis and in the limits set by the agreement of the order";

Article 20 of the Law of Ukraine "About local public administrations" (Sheets of the Verkhovna Rada of Ukraine, 1999, No. 20-21, of Art. 190 with the following changes) to add 2) with Item 1-1 of the following content:

"1-1) performs functions of the customer of construction in the cases determined by the law and also carries out on the basis and in the limits set by the agreement of the order the actions directed to accomplishment of functions of the customer of construction, repair of apartment houses, objects of social and production infrastructure of the state-owned or utility property or charges accomplishment of such actions on the basis and in the limits set by the agreement of the order, the utility organization of the corresponding activity, and in the cities of Kiev and Sevastopol - also relevant district public administration";

3) in the Law of Ukraine "On regulation of town-planning activities" (Sheets of the Verkhovna Rada of Ukraine, 2011, No. 34, Art. 343 with the following changes):
