About modification and amendments in some legal acts of the Republic of Kazakhstan concerning military patriotic education, military service and redistribution of functions of separate central state bodies

Article 1. Make changes and additions to the following legal acts of the Republic of Kazakhstan:

1) patriotism and the Kazakhstan identity at citizens of the Republic of Kazakhstan;

2) systems of military patriotic education at all education levels and in all social groups;

3) positive image of military service, status of the serviceman, Armed Forces, other troops and military forming.";

5) in Item 2 of Article 22:

in the subitem 9) to exclude the words "and other organizations of education performing military preparation";

add with subitems 9-1) and 16-5) of the following content:

"9-1) develops and approves rules of monitoring and the analysis of quality of military preparation in the organizations of education in coordination with authorized bodies in the fields of education, sciences and the higher education;";

"16-5) develops and approves together with the first heads of law enforcement and special state bodies of the Republic of Kazakhstan rules of training of the military personnel for control of vehicles, acceptance of examinations and issue of car driver licenses of the military personnel on the right of control of the vehicles belonging to Armed Forces of the Republic of Kazakhstan, other troops and military forming;";

21) to exclude the subitem;

"26-14) develops and approves rules of preconscription training according to educational programs of additional education in coordination with authorized body in the field of education;";

add with subitems 26-35), 26-36) and 26-37) of the following content:

"26-35) creates coordination council on military patriotic education under the Ministry of Defence and approves regulations on it;

26-36) develops rules of competitive selection of the military personnel of conscription military service for receipt of educational privileges and approves them together with the first heads of state bodies in which structure passing of military service, in coordination with authorized body in the field of science and the higher education is provided;

26-37) develops and approves rules of profound preconscription training according to specialized general education training programs in coordination with authorized body in the field of education;".

3. In the Law of the Republic of Kazakhstan of April 12, 2005 "About the state social order, the state order on realization of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan":

to add Item 2 of Article 5 with subitem 1-1) of the following content:

"1-1) military patriotic education of citizens;".

4. In the Law of the Republic of Kazakhstan of July 27, 2007 "About education":

Subitem 38-3) of Article 1 to add 1) with words ", preconscription training";

2) in Article 6:
