About introduction of amendments to the Law of the Kyrgyz Republic "About the public civil service and municipal service"

Article 1.

Bring in the Law of the Kyrgyz Republic "About the public civil service and municipal service" (the Erkin Too newspaper of November 2, 2021 No. 113-114) the following changes:

1) in Article 7:

a) to state item 4 of part 1 in the following edition:

"4) to availability of digital literacy in the amount necessary for implementation of activities of the employee in stipulated by the legislation cases.";

b) to state Items 1 and 2 of part 3 in the following edition:

"1) younger positions - the higher education for the government civil servants, except for positions for which vocational education, the higher or secondary professional education for local government officers, except for positions for which vocational education is provided is provided;

Part 2 of Article 10 to state 2) in the following edition:

3) part 2 of Article 11 to recognize invalid;

4) in Article 17:

a) state part 3 in the following edition:

"3. Rules of revenues in special (out-of-competition) procedure to separate managerial positions of the public civil service and municipal service are established by authorized state body.";

b) add with part 4 following of content:

"4. In the ministries substitution of vacant positions of the public civil service in special (out-of-competition) procedure in the quantity which is not exceeding ten percent from the established number of staff of central office of the ministry is allowed.";
