About measures for radical reforming of system of quality evaluation of seeds of crops

For the purpose of implementation of the transparent and based on the market principles evaluation procedure of quality of seeds of crops, increases in cultivation of export-oriented agricultural products by broad application of the international experience in this sphere, and also ensuring food security and price stability I decide:

1. Approve the offers of the Ministry of Agriculture, Inspectorate for control of agro-industrial complex and the Uzbek technical regulation agency providing:

(a) implementation of new system of the quality evaluation of seeds of crops based on provision of label with digital QR code and maintaining the register of the subjects of entrepreneurship who are engaged in seed farming and realization of seeds (further - new system);

(b) determination of public institution "Assessment center of quality of agricultural products" under Inspectorate for control of agro-industrial complex (further - the Center) as the single authorized organization which is carrying out quality evaluation of seeds of crops.

2. Determine that within new system:

(a) the quality evaluation of seeds of crops is carried out in two steps:

(i) at the first stage - employees of the Center as a part of the district commission on approbation take part in the approbation process performed on acreage of seeds and on the basis of morphological features of plants carry out assessment (in disputable cases - laboratory genetic research) high-quality purity of seeds, then draw up and place the certificate on high-quality purity in information system;

(ii) at the second stage - the Center in accredited laboratories carries out testing of seeds of crops, by results on the basis of complex of the indicators characterizing suitability of seeds to crops provides the conclusion about sowing qualities;

(b) the label with digital QR code on seeds of crops is provided by the Center within three working days based on statements of the subjects of entrepreneurship who are engaged in seed farming and realization of seeds. At the same time are studied by the Center:
