Article 1

Bring in article 14 of the Federal Law of December 21, 2013 No. 353-FZ "About consumer loan (loan)" (The Russian Federation Code, 2013, No. 51, of the Art. 6673) of change, having added with its parts 5 and 6 of the following content:

"5. In case of the death of the borrower the creditor has no right to charge penalties (penalties, penalty fee) for non-execution or improper execution by the borrower of agreement obligations of consumer loan (loan) before inheritance acceptance by the heir (heirs), but no more than six months from the date of opening of inheritance if other is not established by the legislation of the Russian Federation or the judgment.

6. The rules provided by part 5 of this Article are also applied to the relations arising in connection with provision of consumer loan (loan), obligations of the borrower on which are provided with mortgage.".

Article 2

1. This Federal Law becomes effective since September 1, 2025.

2. Provisions of part 5 of article 14 of the Federal Law of December 21, 2013 "About consumer loan (loan)" are applied No. 353-FZ to the legal relationship which arose from agreements of consumer loan (loan) which are signed about day of entry into force of this Federal Law, regarding the rights and obligations which will arise after September 1, 2025.
