About change of the laws concerning providing the rights of children

Article 1. Bring in the Law of the Republic of Belarus of November 19, 1993 No. 2570-XII "About the child's rights" the following changes:
1. In preamble:
in word part one "the childhood, family and motherhood present and future generations" shall be replaced with words "families, motherhood, paternity and the childhood";
in part two:
shall be replaced with words the words "United Nations Organizations about the Child's Rights" "about the child's rights of November 20";
to exclude words of "world civilization";
after the word "are guaranteed" to add part with the word to "handicapped children".
2. State Article 1 in the following edition:
"Article 1. Legal regulation of the relations in the field of the child's rights
The relations in the field of the rights of the child are governed by the legislation on the child's rights, and also the international treaties of the Republic of Belarus and other international legal acts containing obligations of the Republic of Belarus.
The legislation on the rights of the child is based on the Constitution of the Republic of Belarus and consists of this Law, other acts of the legislation regulating procedure and sales terms of the rights and legitimate interests of the child.
If the international treaty of the Republic of Belarus establishes other rules, than those which are provided by this Law then are applied rules of the international treaty.
For the purposes of this Law the child is understood as physical person before achievement of age of eighteen years (age of majority) by it if it did not acquire civil capacity to act in full according to the procedure earlier, established by the legislation.
Legal regulation of the rights and obligations of the child is performed taking into account age of the child and his capacity to act.
