About special procedure for preparation, approval, acceptance and entry into force of regulatory legal acts in the field of marking of goods means of identification

Due to the unfriendly and contradicting international law actions of the United States of America and the foreign states and the international organizations which adjoined them directed to introduction of rationing arrangements concerning citizens of the Russian Federation and the Russian legal entities for the purpose of protection of economic sovereignty and economic interests of the Russian Federation, enhancement of public administration in the field of counteraction to illegal import, production and turnover of counterfeit products and according to the Federal Laws of December 28, 2010 "About safety" and of June 4, 2018 No. 127-FZ "About corrective actions (counteraction) on unfriendly actions of the United States of America and other foreign states" I decide No. 390-FZ:

1. Establish the following special procedure for preparation, approval, acceptance and entry into force of the regulatory legal acts establishing, changing or canceling mandatory requirements to marking of goods means of identification including to drawing funds of identification for packagings of medicines (except for regulatory legal acts about marking introduction by means of identification concerning goods of industry of economy in which such marking is introduced for the first time), and (or) the measures of responsibility for violation of the specified requirements regulating application:

a) projects of regulatory legal acts are not subject to assessment of the regulating impact and consideration by Government Commission on Administrative Reform or its subcommittee;

b) consideration of projects of regulatory legal acts and settlement of disagreements on them are performed by State commission on counteraction to illicit trafficking in industrial output or its subcommittee;

c) entering of projects of regulatory legal acts into the Government of the Russian Federation is performed according to the procedure, established by State commission on counteraction to illicit trafficking in industrial output;
