About questions of provision of the state services in electronic form

According to article 69 of the Constitution of the Republic of Tajikistan and for the purpose of ensuring transparency, availability and efficiency of provision of the state services for physical persons and legal entities, and also developments of system of the Electronic government in the Republic of Tajikistan, I decide:

1. For the purpose of ensuring access to the state services in the Republic of Tajikistan:

- implement till September 1, 2025 the single portal of the state services "khizmat.ehukumat.tj" (further - the single portal);

- to the central and local executive bodies of the government, self-government institutions of settlements and dekhot, and also the legal entities providing the state services according to the legislation of the Republic of Tajikistan (further - service providers), in coordination with the Agency of innovations and digital technologies in case of the President of the Republic of Tajikistan to develop till December 1 the action plan on digitalization of the state services for each calendar year and to take measures for their optimization and complete provision through the single portal till 2030;

- to service providers taking into account transition to digital system of the state services and further servicing of such systems, in coordination with the Government of the Republic of Tajikistan to review in accordance with the established procedure actual cost of the state services and to take measures for enhancement of the relevant acts.

2. Step by step to reduce the documents received as a result of rendering the state services in paper form to 2030, and the electronic documents created through the single portal have equal force with the paper document signed by the sign manual.

3. To the agency of innovations and digital technologies in case of the President of the Republic of Tajikistan together with the relevant ministries and departments:

- determine the party created data on electronic documents for each state service;

- take necessary measures for ensuring cyber security of the single portal;
