About the Unified state register of voters

Chapter I. General provisions

Article 1. The unified state register of the citizens of Turkmenistan having the voting right on elections and referenda

The unified state register of the citizens of Turkmenistan (further – the State register) having according to the Constitution of Turkmenistan and the Electoral code of Turkmenistan the voting right on elections and referenda (further – voters), is the centralized digital information system containing the information about voters provided by this Law, intended for storage, the data processing and use of them created for the purpose of ensuring the state accounting of voters.

Article 2. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) the database of the State register – set of the centralized data directed to obesyopecheniye of complete entering of information on voters into the State register according to the procedure, determined in this Law, their reliability, safety, maintaining it in single form by use of information and communication technologies, system of technical means, and also electronic system of exchange of information;

2) information of the State register – the personal data of voters, their selective address and data determining the place and conditions of their vote;

3) personal data of the voter – surname, name, middle name, birth date, the birthplace, floor, nationality, the selective address and the data determining the place and conditions of its vote;

4) the selective address of the voter – information on the permanent or preferential place of residence (registration) or on the place of temporary stay (registyoration) of the voter;

5) the body managing the State register (further – the manager of the State register), – the authorized body providing observance of requirements of this Law and control over activities for creation and maintaining the State register;
