About creation of State Financial Holding open joint stock company

For the purpose of effective management of the state financial assets and mobilization of internal resources for further investment into national economy, attraction of direct investments for implementation of national and state-private projects, and also building-up of efficiency of activities of economic societies with the state share, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Create State Financial Holding open joint stock company (further - JSC Gosfinholding) based on Financial and credit fund under the Ministry of Finance of the Kyrgyz Republic, having determined its authorized capital in the amount of 5000000000 (five billion) som, by release and payment of 5000000 (five million) pieces of common nominal shares by nominal value of one share of 1000 (one thousand) som with further annual capitalization of the authorized capital.

2. Determine that:

1) the Ministry of Finance of the Kyrgyz Republic is founder and the single shareholder of JSC Gosfinholding;

2) JSC Gosfinholding is:

- the legal successor of Financial and credit fund under the Ministry of Finance of the Kyrgyz Republic;

- the authorized agent on realization of state policy in the field of budget crediting, including financing of economic projects in the form of budget crediting at the expense of means of funds of development of regions;

- the authorized person on subsidizing provision to legal entities within implementation of the state programs and relevant decisions of the Cabinet of Ministers of the Kyrgyz Republic connected with crediting;

- the authorized person on provision of the guarantee to subjects of national economy;

3) the fixed assets and inventory items which are in operational management of Financial and credit fund under the Ministry of Finance of the Kyrgyz Republic are transferred to the authorized capital of JSC Gosfinholding;
