The government of the Russian Federation and the Government of the Republic of Belarus which are hereinafter referred to as by the Parties

recognizing that the cooperation in the field of the prevention of major accidents, natural disasters and liquidation of their effects can help welfare and safety of both countries,

noting advantage which exchange of scientific and technical information in the field of the prevention and actions in emergency situations can have for the Parties,

in view of availability of the interconnected ecological systems requiring carrying out coordinated policy according to the prevention of major accidents, natural disasters and liquidation of their effects, the organization of single monitoring of the environment

considering possibility of emergency situations which effects cannot be liquidated by forces and means of one of the Parties, and the need for the coordinated actions of the Parties for liquidation of emergency situations caused by it,

emphasizing role of the United Nations, other international organizations in the field of assistance for the prevention and natural disaster response,

agreed as follows:

Article 1

The parties will perform cooperation in the following areas:

1. Development of measures and methods of increase in opportunities of the Parties in the field of the prevention of natural disasters, major accidents and liquidation of their effects, including:

monitoring of the dangerous ecological, technogenic and natural phenomena;

forecasting of natural disasters and major accidents and assessment of their effects.

2. Creation of the procedure for implementation of timely and direct connection for the purpose of exchange of information about:

the major accidents and natural disasters taking place in the territory of their countries;

requests and offers of the Parties on the help and information from relevant international organizations.
