recognizing exclusive importance of transportations of passengers and loads as between the Russian Federation and the Azerbaijan Republic, and to the third countries,

attaching significance to joint coordination of activities of rail transport of both states,

agreed as follows:

Article 1

Functional activities of rail transport of the Russian Federation and the Azerbaijan Republic, and also production and content of railway vehicles and technical means, safety of train service, safety of loads, creation of normal working conditions of railroad workers, the organization of transportation work, interaction of rail transport with other modes of transport, relations with users of services of rail transport are performed according to the single approved regulating documents.

Article 2

The parties perform the coordinated tariff policy. Rates in the interstate message are established in special agreements.

Under the organization of transportations of passengers and loads by rail from the Russian Federation transit across the territory of the Azerbaijan Republic and from the Azerbaijan Republic transit across the territory of the Russian Federation, and also en route from the third countries in the third parties coordinate the actions in case of development, taking into account the legislation of the states, tariff policy for the purpose of attraction of additional transit cargo flows on these directions and sign, in necessary cases, the relevant agreements.
