Approve Regulations on procedure for preparation of documents for provision of access to the state secret to foreigners and stateless persons it (is applied).

Regulations on procedure for preparation of documents for provision of access to the state secret to foreigners and stateless persons

1. This Provision determines procedure for preparation of documents for provision taking into account need of ensuring national security of Ukraine of access to the state secret (further - access) to foreigners and persons without citizenship who are not official representatives of foreign state or the international organization, renewal or cancellation of such access.

2. The basis for provision of access to foreigners and persons without citizenship is the international treaty of Ukraine which consent to be bound it is provided by the Verkhovna Rada of Ukraine, or the motivated order of the President of Ukraine.

3. Access can be provided to foreigners and stateless persons if they have special knowledge or skills for performance of works, connected with the state secret, or there are exceptional objective circumstances for provision of access and such foreigners and stateless persons undertook commitment letters about preserving the state secret to which it is provided to provide access.
