About modification and amendments in the order of the Government of the Republic of Kazakhstan of December 19, 2014 No. 1357 "About approval of Rules of creation and use of objects of civil defense"

1. Bring in the order of the Government of the Republic of Kazakhstan of December 19, 2014 No. 1357 "About approval of Rules of creation and use of objects of civil defense" the following changes and amendments:

in Rules of creation and use of the objects of civil defense approved by the specified resolution:

in Item 2:

1) to state the subitem in the following edition:

"1) objects of civil defense - reserve (city, country), auxiliary and mobile control centers, protective constructions of civil defense, the elementary shelters, storage facilities for storage of property of civil defense;";

5) to state the subitem in the following edition:

"5) auxiliary control center - specially equipped construction, zapasny control center which are created beforehand and are involved in the period of warlike situation or in wartime when management of forces and funds from control centers of civil defense is complicated or it is impossible;";

add with subitem 9-1) of the following content:

"9-1) elementary shelter - the buried room, construction of underground space, the basement or underground store, the underground parking of cars adapted for the shelter of the population, the part of amount of the building or construction which is completely buried in soil, limited to the protecting and bearing building constructions, intended for protection of the covered population against the nondirectional or secondary effect of demolition and fragmental actions of regular weapons of destruction, defeat by fragments of building constructions;";

3, 3-1 and 3-2 to state Items in the following edition:

"3. Objects of civil defense are created taking into account requirements of construction regulations and rules of the Republic of Kazakhstan, and also recommendations about designing of authorized body in the field of civil protection.
