Article 1. Tender consists of test examination and interview. The candidates who successfully underwent tender are involved in compulsory education within at least 3 months in educational and scientific institution of relevant organ of the executive authority for work as the official. The candidates who successfully underwent compulsory education are employed. The procedure for carrying out tender and compulsory education in connection with acceptance by officials in relevant organ of the executive authority is appointed by relevant organ of the executive authority. To officials of relevant organ of the executive authority the special ranks according to the procedure, established by the law are given.";
