About measures for enhancement of system of public administration
According to the subitem 5) of article 44 of the Constitution of the Republic of Kazakhstan for the purpose of upgrade and increase in system effectiveness of public administration I DECIDE:
1. Reorganize anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) by accession to Committee of homeland security of the Republic of Kazakhstan.
2. Form department of Committee of homeland security of the Republic of Kazakhstan - Service on anti-corruption of Committee of homeland security of the Republic of Kazakhstan (further - Service).
3. Transfer to the Agency of the Republic of Kazakhstan for public service of function and power of the reorganized anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) on forming and realization of anti-corruption policy, coordination in the field of anti-corruption, minimization of the reasons and conditions promoting making of corruption offenses, and also forming of anti-corruption culture.
4. Determine Committee of homeland security of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for public service legal successors of the rights and obligations of the Agency of the Republic of Kazakhstan by anti-corruption (Anti-corruption service) according to the transferred functions and powers.
5. Bring in the Presidential decree of the Republic of Kazakhstan of March 11, 2008 No. 552 "About approval of the Regulations on Administration of the President of the Republic of Kazakhstan" the following change:
in the List of state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, approved by the above-named Decree:
exclude the line "Anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption Service)".
6. To committee of homeland security of the Republic of Kazakhstan to submit for consideration of the President of the Republic of Kazakhstan in a month:
1) project of the Regulations on Service;
