About objects of the increased danger

This Law determines legal, economic, social and organizational basis of the activities connected with objects of the increased danger and is directed to protection of life and human health and the environment against harmful effects of accidents on these objects by the prevention of their origin, restriction (localization) of development and mitigation of consequences.

Article 1. Determination of terms

In this Law terms are used in such value:

accident on object of the increased danger - the dangerous event of technogenic nature which arose during operation of source of danger and on the effects brought (can lead) to death, threat of life or health of workers of object of the increased danger and the population or environmental pollution;

recovery of indicators of safety of source of danger - reduction of source of danger in case of which operation there was accident on object of the increased danger, in the working condition;

the danger source - installations, storages (reservoirs, vessels), pipelines, machines, aggregates, processing equipment (equipment), constructions or complex of constructions located within object of the increased danger on the Earth's surface or under it in which it is temporarily or constantly used, processed, made is transported, stored one or several dangerous substances or categories of substances or their mix;

effect of "dominoes" - probability of origin or consecutive emergence of accidents on the objects located near object of the increased danger on which there was accident connected with use of dangerous substances;

identification of object of the increased danger - the procedure by results of which accomplishment object of the increased danger is considered object of the increased danger of the corresponding class;

dangerous substance - substance or mix of substances which has chemical, toxic, explosive, oxidizing, combustible properties which direct or mediated action can lead to death, sharp or chronic diseases or poisoning of people or pollution of the surrounding environment;
