About measures for strengthening of interrelation between representatives of the people and voters within enhancement of processes of the initiative budget

For the purpose of further increase in political activity and responsibility of deputies of Legislative house of Oliy Majlis to voters, support of the measures directed to strengthening of their initiative in the solution of social problems in constituencies, further enhancement of processes of the initiative budget I decide:

I. Purposes

1. Determine the main directions of support of initiative of deputies of Legislative house of Oliy Majlis (further - deputies) in the solution of social problems in regions:

(a) establishing practice of providing deputies with necessary resources for the solution of social problems in constituencies;

(b) strengthening of control from the supreme state representative body when financing drafts of the initiative budget;

(c) implementation of procedure for financing of projects concerning social problems on the basis of partnership between the population and the state.

II. Increase in role of deputies of Legislative house of Oliy Majlis in processes of the initiative budget

2. Approve the offers of Legislative house of Oliy Majlis providing:

(a) the announcement the winner at the initiative of the deputy of the project which did not become the winner within processes of the initiative budget;

(b) creation in Legislative house of Oliy Majlis of the parliamentary commission as a part of 11 deputies on coordination of these processes, implementation of parliamentary control of financing and projects implementation;

(c) implementation of practice of annual introduction till May 1 into republican executive bodies, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also regions (cities) of offers for forming of budget request on the questions revealed during dialogue of deputies with voters, implementation by deputies of control on accounting of the made offers during discussion of the draft of the Government budget in Legislative house.
