About realization of pilot project on involvement in turnover of the primary goods containing precious metals

For the purpose of involvement in turnover of the primary goods containing precious metals I decide:

1. Realize in the territory of the Russian Federation from January 1 to December 31, 2026 pilot project on involvement in turnover of the primary goods containing precious metals (further - pilot project).

2. For the purposes of this Decree the primary goods containing precious metals are understood as the following goods specified in tables 1 and 2 of Section 2.10 of the inventory concerning which the allowing procedure for import to customs area of the Eurasian Economic Union and (or) export from customs area of the Eurasian Economic Union (appendix No. 2 to the Decision of Board of the Eurasian economic commission of April 21, 2015 No. 30 "About measures of non-tariff regulation"), and the having codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union is established:

a) ores, the concentrates of non-ferrous metals containing precious metals (codes 2603 00 000 0, 2604 00 000 0, 2607 00 000, 2608 00 000 0, 2609 00 000 0, 2617);

b) ores, concentrates of precious metals (code 2616);

c) waste and scrap of precious metals, zinc rainfall (code 7112);

d) the waste and scrap of electrotechnical and electronic products used mainly for extraction of precious metals (codes 8549 21 000 0, 8549 29 000 0).

3. The purposes of pilot project are:

a) involvement in turnover of additional amounts of the primary goods containing precious metals;

b) confirmation of content of precious metals in the batches of the primary goods containing precious metals exported from the Russian Federation.

4. Participants of pilot project are:

a) Ministry of Finance of the Russian Federation;

b) Federal assay chamber;

c) Federal Customs Service;

d) Diamond World joint-stock company;

e) legal entities and individual entrepreneurs - owners of the primary goods containing precious metals.
