About scientific and technical information
This Law determines bases of state policy in the field of scientific and technical information, procedure for its forming and realization for the benefit of scientific and technical, economic and social progress of the country. The purpose of the Law is creation in Ukraine of the legal base for obtaining and use of scientific and technical information.
The law governs the legal and economic relations of citizens, legal entities, the states arising during creation, obtaining, use and distribution of scientific and technical information and also legal forms of international cooperation in this area are determined.
Operation of the Law extends to the companies, organizations, the organizations irrespective of patterns of ownership, and also the citizens having the right, use and distribution of scientific and technical information. Operation of the Law does not extend to information which contains the state and protected by the law other secret.
In this Law the stated below terms are used in the following value:
scientific and technical information - any data and/or data on domestic and foreign achievements of science, the equipment and production received during research, developmental, project and technological, productive and public work which can be kept on material carriers or are displayed in electronic form;
scientific information activities are set of the actions directed to requirements satisfaction of citizens, legal entities and the state in scientific and technical information which consists in its collection, analitiko-synthetic processing, fixing, storage, search and distribution;
