About medical insurance of citizens in the Russian Federation

This Law determines legal, economic and organizational basis of medical insurance of the population in the Russian Federation. The law is directed to strengthening of interest and responsibility of the population and the state, companies, organizations, organizations in protection of public health in new economic conditions and provides constitutional right of citizens of the Russian Federation on medical care.

Section 1. General provisions

Article 1. Medical insurance

Medical insurance is form of social protection of interests of the population in health protection.

The purpose of medical insurance - to guarantee to citizens in case of insured event of receipt of medical care at the expense of accumulated funds and to finance preventive actions.

Medical insurance is performed in two types: obligatory and voluntary.

Compulsory medical insurance is component of the national social insurance and provides to all citizens of the Russian Federation equal opportunities in receipt of the medical and medicinal care provided at the expense of means of compulsory medical insurance in amount and on the conditions corresponding to programs of compulsory medical insurance.

Voluntary medical insurance is performed on the basis of programs of voluntary medical insurance and provides to citizens additional medical and other services over established by programs of compulsory medical insurance.

Voluntary medical insurance can be collective and individual.

Article 2. Subjects of medical insurance

Act as subjects of medical insurance: citizen, insurer, medical insurance company, medical institution.
