About measures for further acceleration of process of digitalization and sustainable development of the water sphere

For the purpose of acceleration of works on digitalization of the water sphere, ensuring accounting of the available water resources and the electric power by means of digital technologies and increase in efficiency of their use, and also sustainable development of the sphere I decide:

I. Purposes

1. Determine main objectives of adoption of this Decree:

(a) establishing complete accounting of the water resources used in the republic, digitalization more than 400 data;

(b) forming in electronic format of data on over 600 thousand water consumers, 4,3 of one million hectares of the irrigated land and the water resources used for watering;

(c) reduction of human factor in the course of water accounting, creation of the database about water users and use of water resources in economy industries;

(d) sustainable development of the water sphere, widespread introduction of innovative and advanced technologies.

II. Further enhancement of procedure for water use

2. Determine that for the purpose of regulation of complete accounting of the water delivered to water users and also forming of tax base for use of water resources:

(a) consideration in ten-day time by the water user of the bilateral electronic act which is drawn up between the organization of supply of water and the water user who is the legal entity by means of the information system "Suv hisobi" of the Ministry of water economy, and confirmation in this information system in the absence of objections is obligatory. At the same time:

(i) if the water user does not confirm the act or does not place the proving document or information in information system in the presence with it objection, then the act is considered approved;

(ii) the organization of supply of water sends to the water user the electronic message (through the SMS message and mobile application) about creation of the bilateral electronic act;
