About additional measures for radical enhancement of activities of khokimiyats of areas (cities) for sustainable social and economic development of regions

For the purpose of acceleration of rates of social and economic development on places, enhancement of local authority in this direction on the basis of the principle "service to interests of the population and entrepreneurs", expansions of powers and financial opportunities of khokimiyats of areas (cities) in search of the operational solution of urgent problems, and also consecutive realization of the priority tasks provided by Strategy "Uzbekistan - 2030", I decide:

I. Purposes

1. Determine main objectives of enhancement of activities of khokimiyats of areas (cities):

(a) transformation of khokimiyats of areas (cities) in modern structure on rendering range of services to the population and entrepreneurs for the purpose of complete implementation in principle life "service to interests of the population and entrepreneurs";

(b) further expansion of administrative powers of khokimiyats of areas (cities) according to the independent solution of questions of local value;

(c) specific determination of priority tasks and the sphere of responsibility of hokim of areas (cities) on regional development;

(d) implementation of effective mechanisms of the organization of cooperation and mutual experience exchange between regions.
