About introduction of amendments to articles 13 and 32 of the Federal law "About Citizenship of the Russian Federation"

Article 1

Bring in the Federal Law of April 28, 2023 No. 138-FZ "About citizenship of the Russian Federation" (The Russian Federation Code, 2023, No. 18, Art. 3215; 2024, No. 1, Art. 29) following changes:

Part 4 of Article 13 to state 1) in the following edition:

"4. For the purpose of confirmation of acquisition of citizenship of the Russian Federation on the birth with the statement for registration of the citizenship of the Russian Federation acquired on the birth the parent (adoptive father), the guardian, the child's custodian, the authorized representative of guardianship and custody body or the head of the organization for orphan children and children without parental support in which the child is placed has the right to address to territorial authority of federal executive body in the field of internal affairs directly, including electronically, or through jurisdictional enterprise or authorized organization or to diplomatic representation or consular establishment of the Russian Federation. By results of consideration of this statement in the presence of the conditions provided by parts 1 - 3 these Articles, territorial authority of federal executive body in the field of internal affairs either the diplomatic representation or consular establishment of the Russian Federation passes the decision on registration of the citizenship of the Russian Federation acquired on the birth and issues to the applicant the document certifying availability of the citizenship of the Russian Federation acquired on the birth, according to the procedure, by the determined regulations on procedure for consideration of questions of citizenship of the Russian Federation. The procedure for giving in territorial authority of federal executive body in the field of internal affairs of the statement for registration of the citizenship of the Russian Federation acquired on the birth electronically affirms federal executive body in the field of internal affairs.";

2) in Article 32:

a) to add part 6 after the words "moves the applicant personally" with words "if other is not established by this Federal Law";

b) add part 9 with Item 3 following of content:

"3) the receipt of the statement for registration of the citizenship of the Russian Federation acquired on the birth, given electronically, territorial authority of federal executive body in the field of internal affairs.".

Article 2

This Federal Law becomes effective after hundred eighty days after day of its official publication.
