Article 1

Bring in the Federal Law of January 8, 1998 No. 3-FZ "About drugs and psychotropic substances" (The Russian Federation Code, 1998, No. 2, Art. 219; 2003, No. 27, Art. 2700; 2009, No. 29, Art. 3614; 2012, No. 53, Art. 7630; 2013, No. 48, Art. 6165; 2015, No. 1, Art. 54; 2018, No. 1, Art. 58; 2019, No. 27, Art. 3533; 2023, No. 1, Art. 87) following changes:

In paragraph eight of Item 1 of Article 5 the word of "law" shall be replaced with words 1) "the law, and also import (export) of drugs and psychotropic substances performed according to article 31 of this Federal Law";

2) in Article 31:

a) state Item 7 in the following edition:

"7. Import (export) of the drugs and psychotropic substances entered in lists II and III, included in structure of stackings, sets, sets and first-aid kits for first-aid treatment using medical products and (or) medicines is performed according to the right of the Eurasian Economic Union, international treaties of the Russian Federation, and also the legislation of the Russian Federation.";

b) declare Item 8 invalid;

c) state Item 9 in the following edition:

"9. Control of use of the drugs and psychotropic substances specified in Item 7 of this Article is assigned to the federal executive body performing functions on control and supervision in the field of health care and also to the bodies performing counteraction to illicit trafficking in drugs and psychotropic substances.";
