About measures for further enhancement of state policy in the field of civil aviation

For the purpose of system reforming of the sphere of civil aviation in the Republic of Uzbekistan, improvement of quality of aviation services, safety of flights, technical regulation of the sphere of aircraft, development of the competition and liberalization of the market of air transportation, and also ensuring priority of state policy in the field of aircraft I decide:

I. Purposes

1. Determine the main target indicators of development of the sphere of civil aviation till 2030:

(a) finishing fulfillment of requirements, determined by 8 directions of International Civil Aviation Organization (further - ICAO) in the field of safety of flights in civil aviation, on average to 85 percent;

(b) finishing number of passengers to which services on air transport, to 24 million are rendered;

(c) finishing number of flights in the international and local directions to 200 thousand;

(d) finishing the park of aircrafts of resident airlines of the Republic of Uzbekistan to 180;

(e) realization of the first stage of construction of the new international airport Tashkent.

II. Main directions of regulation of the sphere of civil aviation

2. Assign to the Ministry of transport the following additional tasks on:

(a) to providing competitiveness of the subjects performing activities in the field of civil aviation and the airports, to diversification of geography of flights, ensuring attractiveness of services of the airports in the territory of the republic and to permanent lighting in mass media;

(b) organizations of activities of civil aviation and airports, to investment attraction coordination, implementation of cooperation with the international financial institutions and foreign state financial organizations;

(c) to ensuring implementation in the national legal system in the field of civil aviation of the Republic of Uzbekistan of requirements of ICAO and international organizations;
