About measures for increase in management efficiency in system of professional education

For the purpose of forming of practical skills, modern competences and professional culture at youth, I decide increases in efficiency of professional orientation of pupils of the general average educational organizations, and also complete involvement of opportunities of the country in the field of human capital by reforming of management of system of professional education:

I. Main objective

1. Determine that main objective of adoption of this Decree is training in professions, effective implementation of the best foreign practices and training of the highly qualified specialists conforming to international standards on the basis of single approach by enhancement of management in system of professional education and training in professions.

II. Enhancement of public administration in the field of professional education

2. Form the Agency of professional education under the Ministry of the higher education, science and innovations (further - the Agency), responsible for coordination of organization activity of professional education (further - technical schools) and management of the sphere of professional education.

3. Determine the extreme number of staff of managerial personnel of central office of the Agency in number of 70 units, and also forming of these established posts for the account:

(a) 30 established posts of system of the Ministry of the higher education, science and innovations;

(b) 25 established posts of system of the Ministry of preschool and school education;

(c) 15 established posts of the Center of professional skills under the Ministry of employment and reducing poverty.

4. Determine that:

(a) The agency determines requirements imposed to contents of programs of professional education, skill levels appropriated on them, the minimum terms of training, criteria for evaluation of knowledge of graduates, and also educational methodically providing obligatory for all organizations of professional education regardless of patterns of ownership;
