Article 1. Establish the minimum wage since January 1, 2026 in the amount 27 093 rubles a month.
The minimum wage for the next year is established by the Federal Law in the current year taking into account the size of the median salary calculated by the federal executive body performing functions on forming of official statistical information on social, economic, demographic, ecological and other public processes in the Russian Federation for previous year.
The federal law draft about establishment of the minimum wage for the next year is subject to discussion with Russian Trilateral Commission on the Regulation of Social and Labour Relations according to the procedure, provided by the labor law.
Since 2025 the ratio of the minimum wage and the median salary is established at a rate of not less than 48 percent.
The ratio of the minimum wage and the median salary specified in part four of this Article is reviewed at least once in five years proceeding from conditions of social and economic development of the Russian Federation.
The minimum wage for the next year is established at a rate of not less than the size of subsistence minimum of the able-bodied population in general across the Russian Federation for the next year and not lower than a minimum wage established the current year.
Calculation of the median salary is performed based on the technique determined by the federal executive body performing functions on forming of official statistical information on social, economic, demographic, ecological and other public processes in the Russian Federation.
Article 2. The minimum wage, the stipulated in Clause 1 present of the Federal Law, is entered:
the organizations financed from budget sources - at the expense of means of the relevant budgets, extrabudgetary funds, and also means received from entrepreneurial and other revenue-producing activities;
other organizations - at the expense of own means.
