yours faithfully remembering invaluable merits of the national leader of our people Heydar Aliyev in realization of such high purposes of the Azerbaijani people having rich traditions of statehood as creation of the independent state and free life, approval of the sovereign, democratic, constitutional state, laying of the base of development and progress of our country, forming of the modern, integrated into the European legal space system of law;

with pride emphasizing achievements of the independent Azerbaijan Republic which is successfully moving ahead, relying on consecutive, purposeful, thought over inside - and foreign policy of Heydar Aliyev who was at wheel of public administration during testing, difficult for our country, its philosophical concept of independence and national revival, the political line directed to safe life and high welfare of all society and each person;

carrying on traditions of humanity, mercy and humanity of policy of Heydar Aliyev who was always guided by such values as universal ideals, protection of human rights and freedoms; performing the criminal legal policy which is based on legality and supremacy of law, considering nature and degree of public danger of crimes, hoping for correction of persons who committed crimes by understanding of the acts and their effects;
