proceeding from the friendship existing between the states of the Parties and interests of further expansion and deepening of cooperation in the field of protection, reproduction and steady use of fauna;

understanding that each generation of people is keeper of natural resources for future generations and shall provide preserving biological diversity;

recognizing that saigas are inhabitants of open landscapes of arid zones of Eurasia whose number is steadily reduced in the last decade and it can appear on the verge of disappearance;

in view of that saigas are one of the most ancient types of land fauna and the migrating type which route of migration passes on the territories of the states of the Parties and have scientific value;

recognizing that development and effective holding actions for protection, reproduction, steady use of saigas and to preserving places of their dwelling can be made only in case of state cooperation of the Parties,

agreed as follows:

Article 1

1. The parties in the territories of the states independently, based on regulations of national legal systems of the states, perform measures for protection, reproduction and steady use of saigas.

2. The prohibition or restriction of production of saigas is allowed according to national legal systems of the states of the Parties and international treaties which participants they are.

3. If in the state of one of the Parties saigas are especially protected species, and in the state of other Party production of saigas is not prohibited, the Parties make the agreed decision providing the organization of monitoring of condition of population of saigas and on this basis establish measures for protection, reproduction and steady use of saigas.

4. Authorized bodies of public administration by fauna (further - authorized bodies) the states of the Parties annually inform each other on efficiency of practical actions for protection, reproduction and steady use of saigas, and also data of monitoring.
