Chapter 1 General provisions

Article 1. Purposes of this Law

This Law determines bases of state regulation, procedure for activities, the right, obligation and responsibility of state bodies, local government bodies, physical persons and legal entities in the field of issue and absorption of greenhouse gases in the territory of the Kyrgyz Republic.

Article 2. Basic concepts and determinations

1. Concepts and the determinations of other industries of the legislation of the Kyrgyz Republic used in this Law are applied in that value in what they are used in these industries of the legislation if other is not provided by this Law.

2. In this Law the following concepts and determinations are used:

the basic line of the climatic project - the scenario reflecting dynamics of emission of greenhouse gases from subjects to emission of greenhouse gases in the absence of the climatic project;

the base year - year in which emissions of greenhouse gases are used for assessment of actions for accomplishment of obligations according to the Framework convention of the United Nations on climate change and the Kyoto protocol to the Framework convention of the United Nations on climate change;

validation (confirmation) - the actions for check of correctness of use of the corresponding techniques and procedure for carrying out inventory count, monitoring, calculations of the basic line, and also for preparation of the plan of monitoring and verification of reducing emission of greenhouse gases of climatic projects performed by the independent organization which got, in accordance with the established procedure, permission of specially authorized state body to such type of activity;
