In case of availability of notes according to the draft decision directed to correspondence voting, members of council before the termination of term of correspondence voting inform working body of Council in writing.

In case of non-presentation of the answer at the scheduled time it is considered that the member of council voted for adoption of the draft decision "by default".

The meeting of Council is considered competent if at meeting there are at least a half of his members.

Delegation by members of council of the powers to other officials is not allowed.";
