About measures for enhancement of system of appointment and payment of payments for the national social insurance

For the purpose of material support of the population in difficult life situations by enhancement of system of the national social insurance and ensuring financial stability, and also stimulation of official employment and increase in stability of the labor market I decide:

I. Purposes

1. Determine main objectives of enhancement of system of the national social insurance:

(a) prevention of leaving without income of citizens in difficult life situations and risk minimization of their hit in poverty;

(b) expansion of participation of the population in system of the national social insurance and legalization of unofficial employment;

(c) step-by-step enhancement of system of the national social insurance for the purpose of ensuring its financial stability and reduction in compliance with international standards;

(d) implementation of mechanisms of calculation and payment of payments for the national social insurance in proportion to the contribution to social insurance made by citizens.

II. Implementation of new system of the national social insurance

2. Determine that since January 1, 2026 in the Republic of Uzbekistan the new system of the national social insurance is entered. At the same time:

(a) the scope of citizens is performed by the national social insurance with the following provisions:

(i) on the obligatory bases - at the expense of part of income tax, the size (rate) of which is established by the law on the Government budget of the Republic of Uzbekistan;

(ii) on the voluntary bases - due to payment of the minimum size of monthly insurance premium in the amount of 5 percent of the minimum wage;
