This Law establishes the basic principles of state policy in the Azerbaijan Republic in the field of culture, the right and freedom of citizens, the legal basis of protection and development of objects of national cultural property, the organization and management of system of culture on democratic basis, activities in the field of culture and form of international backgrounds.

This Law creates premises for protection and development of folklore, the customs and traditions which are source of cultural identity of all people for the purpose of ensuring use of cultural heritage and cultural values with large number of people - for creation, increase and distribution of these values, and also provides social protection of creative specialists.

Chapter I. General provisions

Article 1. The basic principles and tasks of state policy in the field of culture

The basic principles of state policy of the Azerbaijan Republic in the field of culture are:

* equality of everyone in creation, use and distribution of cultural values irrespective of its social and financial position, nationality, race, religious and sex;

* ensuring detection of talent, mental capacities of everyone and creative freedom;

* development of national culture as component of universal culture.
