About modification of some legal acts of the Kyrgyz Republic (in the Administrative Procedure Code of the Kyrgyz Republic, the Code of civil procedure of the Kyrgyz Republic, the Code of penal procedure of the Kyrgyz Republic)

Bring in the Administrative Procedure Code of the Kyrgyz Republic (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2017, No. 1 (2), the Art. 13) the following changes:
1) in Article 3:
a) add with Items 9-1 and 9-2 of the following content:
"9-1) video conferencing - communication session between two and more removed participants of legal proceedings using the technical means providing transfer of audio and the video image in real time;
9-2) broadcasting (online broadcasting) - distribution and information transfer by means of television, radio and (or) on the Internet in the air mode for unrestricted number of users;";
b) add with Item 17-1 of the following content:
"17-1) written form - method of creation and submission of the administrative claim, claim, statement, court resolution, the protocol of judicial session, other document, message or information in paper (typewritten) or digital form;";
c) add with Items 25-1, 25-2, 25-3 of the following content:
"25-1) digital administrative case - the administrative case created in digital technological system of legal proceedings;
25-2) digital technological system of legal proceedings - system of digital devices, programs for them and the databases intended for processing of digital data in legal proceedings;
25-3) service of the guaranteed delivery of messages - the digital service conforming to requirements of the legislation on legal regulation in the digital circle, providing delivery of judicial notices to persons participating in case and to other participants of process with guarantee of assurance of receipt of the judicial notice;";
d) add with the note of the following content:
