About measures for increase in potential and competitiveness of the state organizations of health care of the Kyrgyz Republic
In the conditions of the remaining system problems in activities of the state organizations of health care of the Kyrgyz Republic which are shown in limitation of managerial and financial independence, insufficient flexibility in personnel policy and stimulation of workers, and also low competitiveness in comparison with private sector need of approbation of new approaches to regulation of their activities ripened.
The existing management model limits possibilities of the organizations of health care for effective use of own income, to attraction of additional resources and implementation of modern methods of management. It negatively affects quality of the provided medical and sanitary help, availability of innovative technologies and motivation of health workers.
For search of the optimal solutions allowing to provide financial stability, organizational flexibility and improvement of quality of the medical and sanitary help the aprobatsionny mode on provision to the separate state organizations of health care of managerial and financial autonomy is initiated in case of simultaneous preserving obligations on execution of the Program of the state guarantees for providing citizens with the medical and sanitary help.
For the purpose of increase in efficiency of activities of the state organizations of health care, development of their potential and competitiveness, creation of conditions for improvement of quality of the provided medical and sanitary help, according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Introduce aprobatsionny regime on temporary regulation of activities of the state organizations of health care of the Kyrgyz Republic from January 1 to December 31, 2026.
