About temporary restriction of collection of commission fee on money transfers

1. It is forbidden to commercial banks and payment institutes:

- levy commission fee (commissions) from clients - physical persons for rendering services in implementation of the money transfers in national currency in the Kyrgyz Republic which are carried out by means of mobile applications and Internet banking;

- levy commission fee from receivers of remittances when obtaining in the territory of the Kyrgyz Republic of the money transfers made on the international money transfer systems without opening of the account.

2. Determine that the requirements of regulatory legal acts of National Bank of the Kyrgyz Republic regulating collection of commission fee (commissions) for the rendered services extend to commercial banks, payment institutes and operators of the international money transfer systems in the part which is not contradicting this resolution.

3. This resolution becomes effective since January 1, 2026 and is effective till December 31, 2026.

4. To department "Secretariat of Board" within 3 (three) working days from the date of adoption of this resolution to bring it to the attention of management of methodology of supervision, management of banking supervision, management of digital financial technologies, management of supervision of payment systems, legal management, regional managements and Representative office of National Bank of the Kyrgyz Republic in Batken Province.
