About the report "Inventory count and utilization of sources of ionizing radiation in the territory of the State Parties of the Commonwealth of Independent States"

The economic council of the Commonwealth of Independent States solved:

1. Approve the report "Inventory count and utilization of sources of ionizing radiation in the territory of the State Parties of the Commonwealth of Independent States" (is applied).

2. Note importance of joint activities in case of the solution of the specified problem and ask the governments of the State Parties of the CIS to charge to competent authorities: activate efforts on the problem resolution of inventory count and utilization of sources of ionizing radiation;

continue enhancement of the database of legal acts, regulating methodical documents on protection and safety of sources of ionizing radiation to exercise control of turnover of radioactive materials taking into account provisions of the Model law on control of turnover of radioactive materials accepted by the resolution of Inter-parliamentary Assembly of the State Parties Sodrzhestva of the Independent States of December 4, 2004 No. 24-5; develop and implement national programs for strengthening of physical protection of sources of ionizing radiation;

bring in the Commission of the State Parties of the Commonwealth of Independent States on use of atomic energy in the peace purposes of the offer on creation of the effective warning system about loss of control over source of ionizing radiation and the program of strengthening of control of their movement through national frontiers.

Report "Inventory count and utilization of sources of ionizing radiation in the territory of the State Parties of the Commonwealth of Independent States"

 

Introduction

Over the last 50 years in a number of the countries, in particular, the states of the former Soviet Union, as a result of accomplishment of civil nuclear programs radiation dangerous objects and products were created. These radiation sources have broad range of capacity of radiation: from reactors of the nuclear power plants (NPP) and research nuclear reactors to the portable radio isotope sources of ionizing radiation (further - III) applied in medicine, agricultural industry, the industry, and also in systems of power food of remote objects. Radio isotope sources contain radionuclides caesium-137, cobalt-60, strontium-90, iridium 192, plutonium-238, 239, americium-241, radium-226, kaliforny-252.

In spite of the fact that total activity of III is several procedures less, than, for example, than reactors of the NPP, now they constitute immeasurably big potential danger for the population, than large radiation dangerous objects to which it is accepted to carry nuclear reactors of different function, storages of radioactive waste and the contaminated territories. For such threat there are following obvious reasons:

1. III are widespread on many organizations. Experience shows that far regular lifecycle of sources is performed not everywhere (production - acquisition - accounting - control - regular use - burial/utilization).

2. III cannot be provided with reliable protection as the NPP or storages of spent nuclear fuel.

3. III design such is that in case of the negligent or inept treatment they can do harm to health of the person.

4. In the last 10 anniversary in connection with the reforms which caused the termination of activities of number of organizations many III appeared.

5. Rather small dimensions and mass of III do possible their unauthorized movement or plunder that shall cause special concern in the light of the increased terrorism threat.

Act of terrorism with use of the so-called dirty bomb made using the radioactive materials including used in III despite limited radiative effects on the population and the environment can cause negative social effects. As showed tragic experience of the incidents which led to emissions of radioactivity in the environment, society it is extremely sensitive to radiation risks.

This circumstance requires use of certain systems of safety and physical protection at all stages of the address with III. The organization of accounting, control of radioactive sources, and also counteractions to their illicit movement and use is necessary joint, with all State Parties of the CIS. With respect thereto information collection about the state of affairs in the field of safety of III, condition of the equipment and storages, system of accounting and control of radioactive materials in the states of the Commonwealth is important.
