1. Approve the enclosed Rules of issue of the conclusions about reference of products which production is planned in the international territory of the advancing development, to products with high value added.

2. This resolution becomes effective since January 1, 2026.

Rules of issue of the conclusions about reference of products which production is planned in the international territory of the advancing development, to products with high value added

These rules determine procedure for reference of products which production is planned in the international territory of the advancing development, to products with high value added, and also issues by the authorized federal executive body performing functions on development of state policy and normative legal regulation in the field of the activities corresponding to type of the specified products, the conclusions about reference of products to products with high value added (further respectively - products, the conclusion, authorized federal body).

2. Reference of products to products with high value added is performed by authorized federal body by confirmation of conformity of products to one of the following criteria:

a) products availability in the list of the Russian high-technology equipment, stipulated in Item 1 article 257 of the Tax Code of the Russian Federation;
