In the country system work on forming of healthy lifestyle among the population, especially among children and youth, including, on restriction of distribution and the use of tobacco products is conducted.
At the same time in recent years cases of illegal import to the country and turnover of new types of tobacco and nicotinic products, in particular, of electronic systems of delivery of nicotine, including electronic cigarettes and liquids to them increased that leads to growth of the use of these products among the population, especially among children and youth.
With respect thereto there is need of prohibition on the territories of the Republic of Uzbekistan of turnover of tobacco products, electronic systems of delivery of nicotine, including electronic cigarettes and liquids to them, establishment of responsibility for their illicit trafficking, and also establishment of responsibility for illicit trafficking in systems for tobacco heating.
This Law makes changes to the Criminal code of the Republic of Uzbekistan and the Code of the Republic of Uzbekistan about the administrative responsibility providing establishment of responsibility for production, production, acquisition, storage, transportation or sale, and also import and export of tobacco products, electronic systems of delivery of nicotine including electronic cigarettes and liquids to them which turnover is prohibited. At the same time the person who voluntarily pled guilty in authorities and handed over products which turnover is prohibited is exempted from liability.
Also responsibility for illicit trafficking and production of systems for tobacco heating is established.
