About measures for further development of the sphere of financial technologies in Uzbekistan

For the purpose of the accelerated market development of financial technologies, I decide stimulations of use of modern IT decisions when rendering financial and banking services in Uzbekistan:

I. Target indicators

1. Determine the main target indicators of development of the sphere of financial technologies for 2026 - 2030:

(a) attraction of foreign investments in the amount of 1 billion US dollars on startups in the field of financial technologies;

(b) finishing number of participants of the market of financial technologies at least to 200;

(c) finishing quantity of the startups which passed programs of incubation and acceleration in the field of financial technologies to 100;

(d) training at least 5 thousand young people in the direction of financial technologies;

(e) conducting pilot testing of digital currencies, and also the tokens provided with national or foreign currency (further - stable tokens), as instrument of payment.

II. Measures for development of the sphere of financial technologies and financial support of projects

2. Determine the Central bank responsible for development of the sphere of financial technologies and assign to it additional tasks according to appendix No. 1*.

3. Form under the Central bank:

(a) venture fund on financing startup projects in the form of limited liability company with authorized fund in the amount of, equal to equivalent of 50 million US dollars;

(b) innovative hub without the status of the legal entity on rendering to startups in the field of financial technologies of the following services (further - innovative hub):

(i) assistance in program implementation of incubation and acceleration and entry into foreign markets;

(ii) assistance in attraction of domestic and foreign venture investments;

(iii) program implementation of grants.

4. Determine that:

(a) since January 1, 2026 to participants of innovative hub the expenses connected with are covered:
