About measures for digitalization of the sphere of archiving and further increase in management efficiency in this sphere

For the purpose of complete digitalization of the sphere of archiving, improvement of quality of rendering services to the population and business, and also creations of effective management system in this sphere and ensuring execution of the tasks determined in Strategy "Uzbekistan - 2030", I decide:

I. Purposes

1. Determine main objectives of digitalization of the sphere of archiving till 2030, improvement of quality of services and creation of effective management system in this sphere:

(a) bringing digitalization of documents of National Archive Fund to 60 percent;

(b) bringing share of rendering electronic services to 100 percent, and also reducing timeline for delivery of services at least three times;

(c) increase in availability of archive services and implementation of their new types;

(d) reducing for 50 percent of human factor in document handling by implementation of technologies of artificial intelligence in processes of classification and recognition of documents;

(e) implementation of effective management system in the field of archiving, implementation of its complete integration with electronic systems of state bodies and data exchange automation.

II. Digitalization of the sphere of archiving

2. Implement since June 1, 2026 the Single National information system of archive (further - the Information system of archive) based on the operating information systems of archive applied to digitalization of archive services. At the same time:

(a) all archive documents digitized and subject to digitalization are entered into the Information system of archive and stored in this system;

(b) digitalization of archive documents is performed on the following stages:

(i) at the first stage (2025 - 2027) - complete digitalization of especially important and unique documents, archive documents on property and the earth is performed;
