About modification of the Federal Law "About Communication"

Article 1

Bring in the Federal Law of July 7, 2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, of the Art. 2895) change, having added with its Article 46.2 of the following content:

"Article 46.2. Rendering services of mobile radiotelephone communication in the territories of joint use of radio-electronic means

1. The operators of mobile radiotelephone communication who are owners of the radio-electronic means used in the territories at least than two thirds of subjects of the Russian Federation, and the rendering services of mobile radiotelephone communication in the specified territories shall render services of mobile radiotelephone communication in the settlements or sections of highways public of federal importance included in the list of the territories of joint use of radio-electronic means.

2. The federal executive body in the field of communication in coordination with the federal executive body performing functions on development of state policy and normative legal regulation in the field of road economy approves the list of the territories of joint use of radio-electronic means and posts it on the official site on the Internet.

3. The procedure and terms of forming of the list of the territories of joint use of radio-electronic means are established by the Government of the Russian Federation.

4. The list of the territories of joint use of radio-electronic means based on offers of the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication joins settlements or sections of highways public of federal importance in case of simultaneous observance of the following conditions:

1) the settlement with the population less than one thousand people;
