Article 1. Subject, purposes and scope of this Federal Law

1. This Federal Law governs the relations connected with the admission to provision of services on transportation of goods by vehicles on the territory of the Russian Federation.

2. The purposes of this Federal Law are forming of the legal conditions and mechanisms providing protection of interests of legal entities and physical persons to which services in transportation of goods by vehicles, improvement of quality and safety of transportation of goods by vehicles are rendered.

3. Action of provisions of this Federal Law extends to transportation of goods by vehicles on the territory of the Russian Federation based on the transportation agreement of the load or other agreement providing cargo delivery obligation in destination for a fee with use of the vehicle (further - the paid agreement).

4. Action of provisions of this Federal Law does not extend to transportation of goods by road transport:

1) performed by the vehicles intended for transportation of goods and having technically the admissible maximum weight no more than three tons of five hundred kilograms;

2) when implementing the international motor transportations and cabotage motor transportations;

3) without departure of vehicles on highways public.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) the vehicle - the vehicle of category "N" intended for transportation of goods, including with use of trail car or semitrailer truck, having technically the admissible maximum weight more than three tons of five hundred kilograms;
