Item 10 of Article 2 to state 1) in the following edition:

"10) investing program of the organization performing regulated types of activity in the field of heat supply (further also - investing program), - the program of actions of the organization performing regulated types of activity in the field of heat supply for construction, reconstruction, modernization and (or) upgrade of sources of heat energy and (or) thermal networks, actions for creation, acquisition of the fixed assets and intangible assets necessary for ensuring functioning, development, increase in reliability and energy system effectiveness of heat supply, implementation of monitoring of indicators of technical and economic condition of systems of heat supply according to Item 7.2 of part 2 of article 5 of this Federal Law, carrying out technical inspection of objects of heat supply, actions for creation and (or) upgrade, to acquisition of the automated information and measuring systems of accounting of heat energy (heat carrier), information systems of settlings with consumers, fixed assets and intangible assets connected with improvement of quality of consumer service, information systems and programs for electronic computers, technical means of ensuring functioning of information systems and programs for electronic computers, actions for conclusion from operation, to preservation and dismantle of objects of heat supply, actions for connection (technological accession) of the heatconsuming installations of consumers of heat energy to system of heat supply and accomplishment of mandatory requirements in accordance with the legislation of the Russian Federation. In price zones of heat supply the investing program concerning activities for connection (technological accession) to system of heat supply is not developed and does not affirm;";

2) in Article 4:

a) in part 1:

state item 4 in the following edition:

"4) approval of rules of development, approval, approval and adjustment of investing programs of the organizations performing regulated types of activity in the field of heat supply (except for the investing programs approved in accordance with the legislation of the Russian Federation about power industry), and requirements to forming of investing programs and reports on the course of their realization;";

add with Items 4.1 and 4.2 of the following content:

"4. 1) approval of general requirements to the organization and implementation of regional state control (supervision) of realization of investing programs of the organizations performing regulated types of activity in the field of heat supply (except for the investing programs approved in accordance with the legislation of the Russian Federation about power industry) (further - regional state control (supervision) of realization of investing programs in the field of heat supply), stipulated by the legislation the Russian Federation about bases of the organization of the public power in subjects of the Russian Federation;

4. 2) approval of procedure for the conclusion, change, agreement cancelation about conditions of implementation of regulated types of activity in the field of heat supply, including requirements to contents of such agreements and requirements for the heatsupplying organizations, the heatnetwork organizations, in case of compliance to which the specified organizations have the right to sign such agreements, and also approval of approximate form of such agreements which can be used in case of their conclusion;";

b) to declare Item 15 of part 2 invalid;

"Control (within implementation of regional state control (supervision) in the field of price regulation (rates) in the field of heat supply) behind accomplishment of investing programs of the organizations performing regulated types of activity in the field of heat supply" shall be replaced with words 3) in Item 7.3 of part 2 of Article 5 of the word "regional state control (supervision) of realization of investing programs in the field of heat supply";

4) Article 6.1 to recognize invalid;
