Article 1

The law of the Russian Federation of April 15, 1993 No. 4802-I "About the status of the capital of the Russian Federation" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, No. 19, the Art. 683) to add with Article 22 following of content:

"Article 22. Features of establishment and use of paid areas in the territory of the city of Moscow

Due to the implementation by the city of Moscow of functions of the capital of the Russian Federation, for the purpose of providing and increase in comfort of conditions of accommodation of citizens, maintenance and improvement of sanitary condition of the territory of the city of Moscow, and also according to the Federal Law of November 8, 2007 No. 257-FZ "About highways and about road activities in the Russian Federation and about modification of separate legal acts of the Russian Federation" establishment and use of paid areas in the territory of the city of Moscow are performed taking into account provisions of this Article.

The decision on establishment of the paid area containing data on border of the paid area and terms of establishment of the paid area is accepted by the supreme executive body of the government of the city of Moscow.

The supreme executive body of the government of the city of Moscow or the executive body of the city of Moscow authorized by it determines:

person performing functions of the operator of the paid area, its right and obligation;

method of calculation of fare of vehicles on paid areas;

the maximum amount of fare of vehicles on paid areas;

procedure for collection of fare of vehicles on paid areas, provisions of the right of preferential driving through paid areas or driving through paid areas without collection of payment;

rules of rendering services in the organization of driving of vehicles through paid areas.
