About change of resolutions of Council of Ministers of the Republic of Belarus

Council of Ministers of the Republic of Belarus DECIDES:

1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. to be reworded as follows the cross-industry package of measures for increase in electric power consumption till 2030 approved by the resolution of Council of Ministers of the Republic of Belarus of March 1, 2016 No. 169, it (is applied);

1.2. in the State program "Digital development of Belarus" for 2021-2025 approved by the resolution of Council of Ministers of the Republic of Belarus of February 2, 2021 No. 66:

state Chapter 9 in the following edition:

"CHAPTER 9. FINANCIAL PROVISION OF THE STATE PROGRAM

Financial provision of complex of actions of the State program according to appendix 3 will be performed at the expense of the means provided on these purposes in the republican budget, including in republican fund of universal servicing of digital development and communication and republican centralized innovative fund and also at the expense of own means of contractors of actions and the credit of the International Bank for Reconstruction and Development.

To implementation of the State program it is planned to direct 3 500 743 589, ruble *, including in 2021 – 904 689 907, 72 rubles, in 2022 – 888 415 884, the 66th ruble *, in 2023 – 566 314 683, the 89th ruble *, in 2024 – 607 724 601, the 58th ruble *, in 2025 – 533 598 511, the 8th ruble.

By sources of financing of actions of the State program it is planned to provide:

means of the republican budget in the amount of 601 542 230, the 15th ruble *, including:

funds for financing of scientific, scientific and technical and innovative activities in the amount of 17 599 013 rubles;

means of republican fund of universal servicing of digital development and communication in the amount of 468 291 400, 64 rubles *;

means of republican centralized innovative fund in the amount of 35 158 689, the 8th ruble;

own means of contractors of actions in the amount of 2 883 131 186 rubles;

means of the credit of the International Bank for Reconstruction and Development in the amount of 16 070 173,5 рубля*.

remaining balance of the means of republican fund of universal servicing of communication and informatization formed for January 1, 2022 in the amount 39 530 250, the 16th ruble and remaining balance of means of republican fund of universal servicing of digital development and communication formed for January 1, 2023 in the amount 59 577 470, the 89th ruble, for January 1, 2024, – in the amount 72 628 727, the 87th ruble;

planned means of the credit of the International Bank for Reconstruction and Development for realization of action 72 State programs (12 715 000 rubles) and actually executed payments on it in 2021 – 3 273 510, the 79th ruble (in case of the plan of 11 465 310 rubles), in 2022 – 4 604 863, the 5th ruble (in case of the plan of 1 249 690 rubles).

Planned financial provision of regional complexes of actions is performed at the expense of the funds of local innovative funds allocated according to Item 13 of the Presidential decree of the Republic of Belarus of April 7, 2022 No. 136 "About state body in the field of digital development and questions of informatization".
