About establishment of features of determination of standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation for 2026 - 2028

1. Establish the following features of determination of standard rates of forming of maintenance costs of public authorities of the subject of the Russian Federation (further - standard rates) concerning the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region for 2026 - 2028:

standard rates are the limiting shares of amount of maintenance costs of state bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region in the total amount of budgets expenses of the specified subjects of the Russian Federation expressed as a percentage (except for capital investments in capital construction projects of state-owned property of the subject of the Russian Federation (municipal property);

standard rates for 2027 and 2028 are accepted equal to the values of standard rates approved concerning the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region for 2026;

amount of budgets expenses of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (except for capital investments in capital construction projects of state-owned property of the subject of the Russian Federation (municipal property) for 2026 it is determined based on budget statements of subjects of the Russian Federation for 2026 and for planning period of 2027 and 2028 provided to the Ministry of Finance of the Russian Federation based on the subitem 3 of item 4 of Article 130 of the Budget code of the Russian Federation;

the normative number of the workers replacing the state positions and positions of the public civil service of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region is accepted equal 3300, 2391, to 1184 and 1059 units respectively;
