About use, preserving and protection of soils
The Parliament adopts this organic law.
(1) This law regulates the activities connected with use, preserving, melioration, assessment of bioproductive potential and protection of soils for the purpose of ensuring their steady use.
(2) Provisions of this law are applied by owners of the lands belonging to the category of lands of agricultural purpose irrespective of property type.
(3) the Subject of this law is establishment of the single regulatory base for the purpose of realization of certain measures and actions on:
a) to prevention of degradation of soils and possible negative impact on their quality for the purpose of non-admission of violation or change of their ecological functions and preserving soil heritage;
b) to prevention and fight against erosion of soils (wind and water) on farmlands, subject superficial and deep erosion;
c) to application of complex of actions for melioration of solonetzic soils and the salted solonetzic soils (automorphic, semi-hydromorphic, hydromorphic), and also the farmlands struck with holomorphic degradation;
d) to recovery of the lands degraded as a result of deficit or excess of moisture, decrease in content of organic substances and nutritious elements, reducing biodiversity, consolidation, desertification, landslides and recovery of the lands struck with microorganisms (dangerous viruses, bacteria and mushrooms);
e) to preserving and increase in fertility of soils for the purpose of their steady use.
The purposes of this law are:
a) protection of the soil against impact of water and wind (includes complex of works on prevention and fight against soil erosion);
b) identification of zones of natural and/or anthropogenous risk in case of desertification, consolidation, destruction of structure, decrease in content of organic substance and nutritious elements, reduction of biodiversity, origin and/or strengthening of landslides for the purpose of their reducing;
