2. Determine that implementation of payments is made based on the corresponding application submitted by person living outside the territory of the Russian Federation, or his representative to the bodies performing payments, in writing or in electronic form with indication of bank account details, opened in credit institution in the territory of the Russian Federation or in the credit institution located outside the territory of the Russian Federation in the place of permanent residence of person.
